The Demise of the 28-Article Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the presentation of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been defused. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: a renewed assault of missile and drone strikes on Kyiv.

The Cycle of Negotiation and Warfare

The chain of conflicting incidents captured the bleak nature of the outgoing year. By day, political struggles are fought: optimistic declarations are released from different nations. Immense energy is devoted on containing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "resolution".

After-Dark Attacks

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is equipped to monitor missile launches from enemy soil, a capacity enabled by up-to-date information. From vantage locations, defense planes that had been scrambled to counter approaching cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by NATO members.

Shortly after, Kyiv's missile defense thundered: defensive missiles deployed against a hostile projectile. This was a sophisticated defense system at work, most likely provided by partner states. Every firing shakes the surroundings, shaking the windows. The moment of terror quickly gives way to resigned acknowledgment: possibly the hostile projectile won't hit its mark this time, protecting urban areas from ruin and another blackout.

Persistent Threats

Following this, a heavy machine gun fired at a unmanned aircraft in the vicinity, part of a rapid response unit – probably allied-provided weaponry. Regrettably, the bullets missed the enemy aircraft – it maintained course toward its objective.

With pauses, this carried on until dawn. Kyiv faced the morning news: several casualties, destruction and infrastructure problems in numerous residences as a result of the nocturnal offensive. As always, everyone still continued their routines – enduring hostilities. But those full day demonstrated Ukraine's vital need on international aid – a need that regional partners are clearly incapable to replace in the immediate future.

Unsuccessful Negotiations

The 28-point plan from Washington generated strong feelings, debate and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.

Every new initiative from American administration unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually secure success. This trend will, certainly, endure.

Political Considerations

It is convenient to criticize certain parties of consistently pushing Russian terms. But that does not seem to be the complete picture. American leadership works based on a assumption familiar among experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The American government believes that it is impossible to pressure the Kremlin to relinquish the territory that it already controls in Ukraine's southern or eastern regions.

The challenge is that while recognising this factual reality, American administration does little to deter Moscow, through diplomacy or military means, from thinking that the status quo will not evolve additionally in its advantage in the coming year.

Opposing Positions

Therefore, Moscow is confident that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their reason to agree to terms that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leader remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing people and territory but avoiding a entire defensive failure until circumstances change in its advantage.

Existing Situation

Factually, there are no actual prerequisites for a ceasefire. Now, subjective factors are coming into play: political desires to negotiate peace and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any initiative Kyiv finds unsuitable, so that their attention does not switch to homefront challenges. And although their objective will now be significantly challenging after recent developments, it remains very improbable that this will alter their fundamental strategy.

These conflicting dynamics are influencing discussions.

Assessment and Future

It took a just a single week to terminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, current information leaks, all did their job.

While new plans based on previous concepts are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and demonstrate certain reluctance to modify developments, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, mainly require ongoing international assistance.
